The IFA is the only recognized World blowgun association. The world record for blowgun was tied in accordance with the rules of the IFA therefore the USBA has no authority to oppose it.
I do see one problem. You say Mitsuaki, I believe congratulations are due to Mitusaki Yoshida, correct me if I am wrong.
The world record is a three way tie. USBA will still attempt to tie or beat FSSA record without sight or laser but those who wish to shoot pure IFA rules will also have their scores respected.

No.1 Makoto Nishiuchi 17 darts/m
No.2 Suzuko Yoshizaki 16 darts/m
No.3 Keiko Harada 14 darts/m
I think 12 cm circle is better for the game.

In France, they see who can get the most points in one minute. Jeff is very fast. I see in their records that he has scored over 300 points on three occasions. Possibly the sum of two games?

Rules of Shooting Speed at FSSA
Purpose: The purpose of shooting speed is to score as many points as possible in a limited time.
Target: The target is the target standard of 18 cm (eighteen) installed at a distance of 10 m (ten).
Fly: The fly is not only limited number of arrows, and lasts 1 minute (one).
Other: Other rules are similar to the "firing points"
It has occurred to me that 300 points would require one dart every second with a point per dart average of five. I think that Jeff could and most likely did do this.
